Buy a Mac ... The OS is far better for Musicians as there's tons of professional grade software. For getting into the basics of making music on a Mac you have a software called GarageBand which is free out of the Box, it's very powerful and easy to use. The great thing about Garage Band is the fact you can play such as guitar and piano straight on the computer! You can also plugin your own instruments into your mac which is cool.
If you don't want to spend a ton of money on a Mac I'd recommend buying a iPad and the App Garage band but then you'll need to buy your own instruments.What are the basics for making music via my pc?
A decent soundcard with a line-in to plug your instrument and some decent mixing/recording software like Adobe Audition, Acoustica Mixcraft or Sony Acid Pro or all three if you want to check their different possibilities...
And of course enough RAM and a decent processor...
